بَلْ هُمُ الْيَوْمَ مُسْتَسْلِمُونَ ("Nay, this Day they surrender") means: nay, this Day they submit to Allah's decree concerning them and His judgment, certain of His punishment (ʿadhāb).

As Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda, concerning His saying مَا لَكُمْ لا تَنَاصَرُونَ ("What is the matter with you that you do not help one another?"): nay, by Allah, they do not help one another, and the one does not ward off anything from the other. بَلْ هُمُ الْيَوْمَ مُسْتَسْلِمُونَ ("Nay, this Day they surrender") — in the punishment of Allah.
