Already the word has come into effect upon most of them, so they do not believe.

And His statement لَقَدْ حَقَّ الْقَوْلُ عَلَى أَكْثَرِهِمْ فَهُمْ لا يُؤْمِنُونَ ("Indeed, the Word has been justly fulfilled against most of them, so they do not believe") — He, exalted be His mention, says: indeed, the punishment has become due against most of them, because Allah has irrevocably decreed concerning them in the Mother of the Book (umm al-kitāb) that they will not believe in Allah and will not hold His messenger to be truthful.
