They said, "You are not but human beings like us, and the Most Merciful has not revealed a thing. You are only telling lies."

Explanation of the statement of the Exalted: "They said: you are nothing but mortals like us, and the All-Merciful has sent down nothing; you do nothing but lie" (36:15)
The Exalted, whose remembrance is exalted, says: the inhabitants of the city said to the three who had been sent to them, when these had informed them that they were sent to them with that which they were sent: you are nothing, O people, but human beings like us; and if you were envoys as you claim, then you would be angels (and the All-Merciful has sent down nothing) — it means: they said: the All-Merciful has sent down to you no message nor scripture, nor has He laid upon you any command concerning us (you do nothing but lie) in your statement that you have been sent to us.
