And We wanted to confer favor upon those who were oppressed in the land and make them leaders and make them inheritors

The word of Allah, the Exalted, explained: وَنُرِيدُ أَنْ نَمُنَّ عَلَى الَّذِينَ اسْتُضْعِفُوا فِي الأَرْضِ وَنَجْعَلَهُمْ أَئِمَّةً وَنَجْعَلَهُمُ الْوَارِثِينَ (5)
The meaning of the sentence is: Pharaoh was haughty in the land and made its inhabitants — from among the Israelites — into scattered groups, weakening a faction of them; وَ We نُرِيدُ أَنْ نَمُنَّ عَلَى الَّذِينَ whom Pharaoh had weakened from among the Israelites وَنَجْعَلَهُمْ أَئِمَّةً .
And in line with what we have said about this, the exegetes also spoke.
* Mention of those who said this:
Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda: وَنُرِيدُ أَنْ نَمُنَّ عَلَى الَّذِينَ اسْتُضْعِفُوا فِي الأرْضِ — he said: the Israelites.
His word: وَنَجْعَلَهُمْ أَئِمَّةً — that is to say: rulers and kings.
And in line with what we said about this, the exegetes also spoke.

Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda: وَنَجْعَلَهُمْ أَئِمَّةً — that is to say: the holders of authority.
And his word: وَنَجْعَلَهُمُ الْوَارِثِينَ — he says: and We make them the heirs of the people of Pharaoh, who inherit the land after their destruction.
And in line with what we said concerning the explanation of that, the exegetes also spoke.
