Tafseer of The Prophets · Al-Anbiyaa · 21:106
Indeed, in this [Qur'an] is notification for a worshipping people.

The Exalted says: in this Qurʾān which We have sent down to Our Prophet Muḥammad ﷺ there is assuredly a sufficient means (balāgh) for whoever worships Allah by means of what it contains of the obligations (farāʾiḍ) that Allah has prescribed — so as to attain His good pleasure and to realize his goal with Him.
In accordance with what we have said concerning this, the scholars of exegesis also spoke.
Mention of those who said this:
Yaʿqūb ibn Ibrāhīm related to me, saying: Ibn ʿUlayya related to us, on the authority of al-Jurāyrī, on the authority of Abū l-Ward ibn Thumāma, on the authority of Abū Muḥammad al-Ḥaḍramī, who said: Kaʿb related to us in this mosque; he said: "By the One in Whose hand is the soul of Kaʿb, in this (Book) there is assuredly a sufficient means for worshipping people — they are the people of the five prayers; Allah called them worshippers (ʿābidīn)."
al-Ḥusayn ibn Yazīd al-Ṭaḥḥān related to us, saying: Ibn ʿUlayya related to us, on the authority of Saʿīd ibn Iyās al-Jurāyrī, on the authority of Abū l-Ward, on the authority of Kaʿb, concerning His word إِنَّ فِي هَذَا لَبَلاغًا لِقَوْمٍ عَابِدِينَ: he said: "The fasting of the month of Ramaḍān and praying five times — this is a handful and an ocean of worship."
al-Qāsim related to us, saying: al-Ḥusayn related to us, saying: Muḥammad ibn al-Ḥusayn related to us, on the authority of al-Jurāyrī, who said: Kaʿb al-Aḥbār said concerning إِنَّ فِي هَذَا لَبَلاغًا لِقَوْمٍ عَابِدِينَ: "For the community of Muḥammad."
ʿAlī related to me, saying: ʿAbdullāh related to us, saying: Muʿāwiya related to me, on the authority of ʿAlī, on the authority of Ibn ʿAbbās, concerning His word إِنَّ فِي هَذَا لَبَلاغًا لِقَوْمٍ عَابِدِينَ: he said: "Those who act."
al-Qāsim related to us, saying: al-Ḥusayn related to us, saying: Ḥajjāj related to me, on the authority of Ibn Jurayj, concerning His word إِنَّ فِي هَذَا لَبَلاغًا لِقَوْمٍ عَابِدِينَ: he said: "It is said concerning this sūra: in this (Book) there is a sufficient means."
Others said: in the Qurʾān there is a revelation of the obligations of the five prayers — whoever performs them, that is a sufficient means for worshipping people; he said: those who act.
Yūnus related to me, saying: Ibn Wahb informed us, saying: Ibn Zayd said concerning His word إِنَّ فِي هَذَا لَبَلاغًا لِقَوْمٍ عَابِدِينَ: he said: "In this (Book) there is assuredly a benefit and a knowledge for worshipping people — that is the sufficient means."
