Then, surely it is We who are most knowing of those most worthy of burning therein.

Allah the Exalted says: Then We deliver those who perform good deeds (ḥasanāt) from the Fire after all of them have entered it, الَّذِينَ اتَّقَوْا ("those who were God-fearing") — those who feared Him by fulfilling His obligations and avoiding what He forbade — وَنَذَرُ الظَّالِمِينَ فِيهَا جِثِيًّا ("and We leave the wrongdoers therein upon their knees") — that is: and We leave those who wronged themselves — who worshipped others alongside Allah and disobeyed their Lord — in the Fire, upon their knees.
And concerning what we have said about this, Ibn Jurayj reported — as al-Qāsim related to us, he said: al-Ḥusayn related to us, he said: Ḥajjāj related to me, on the authority of Ibn Jurayj: ثُمَّ لَنَحْنُ أَعْلَمُ بِالَّذِينَ هُمْ أَوْلَى بِهَا صِلِيًّا ("then We know best who is most deserving of entering it") — he said: most deserving of eternal abiding (al-khulūd) in Hell (jahannam).
Abū Jaʿfar said: this which Ibn Jurayj said is a statement without grounds (lā maʿnā lahu), because Allah the Exalted has informed us that those whom He draws out from each faction are those who are the most disbelieving (akfaran) among the disbelievers (kuffār); and it is without doubt that every disbeliever in Allah abides eternally in the Fire — so there is no reason to say: "then We know best who is most deserving of eternal abiding, among these who abide eternally" — while all of them abide eternally in Hell. The meaning of all this is, however, what we have mentioned. It is also possible that the meaning is: then We know best who is most deserving of certain levels (ṭabaqāt) of Hell (jahannam) to burn therein. The word "al-ṣaliyy" is a maṣdar (verbal noun) of ṣalayta taṣlā ṣaliyyan; and "al-ṣaliyy" is of the pattern of faʿūl, but its wāw has been converted into a yāʾ which has been assimilated with the following yāʾ — the final letter of the verb — and thus it has become a single doubled yāʾ.
