[Iblees] said, "My Lord, because You have put me in error, I will surely make [disobedience] attractive to them on earth, and I will mislead them all

The Exalted — blessed be His remembrance — says: Iblīs spoke: رَبِّ بِمَا أَغْوَيْتَنِي لأُزَيِّنَنَّ لَهُمْ فِي الأَرْضِ ("My Lord, by Your leading me astray I shall surely make [things] fair-seeming to them on the earth"). His statement بِمَا أَغْوَيْتَنِي ("by Your leading me astray") takes the form of an oath, as one says: by Allāh, or by the might of Allāh: I shall surely lead them astray. By his statement لأُزَيِّنَنَّ لَهُمْ فِي الأَرْضِ he means: I shall surely make Your acts of disobedience seem fair to them and entice them toward them on the earth. وَلأُغْوِيَنَّهُمْ أَجْمَعِينَ ("and I shall surely lead them all astray"): this means — I shall surely cause them all to deviate from the path of right guidance.
